| Director of Human Resources - Tigua Inc. Jonathan is a seasoned Human Resources executive with more than 20 years of experience across government contracting, professional services, and the energy sector. He serves as Director of Human Resources at Tigua Inc., where he leads people strategy, workforce development, and organizational alignment in support of business objectives. Previously, Jonathan was a senior HR consultant at ADP, advising Fortune 500 companies, defense contractors, and mid-sized organizations on workforce planning, compliance, and organizational effectiveness. Jonathan currently serves as President of El Paso SHRM, where he is committed to advancing the HR profession and strengthening talent development across the bi-cultural Paso del Norte region. He holds an MBA in Human Resource Management from La Sierra University’s Zapara School of Business and maintains multiple professional certifications, including GPHR, PHR-ca, and SHRM-CP. |
Past-President Roberto Candelario
| Owner - Candelario HR Consulting Roberto Candelario is the Owner of Candelario HR Consulting, a 23-year US Army Veteran, and a board member of the El Paso Society for Human Resources Management and El Paso Rebuilding Together Organization. Mr. Candelario was an Infantryman during his military career and held many different levels of leadership positions. Deployed to Afghanistan, Iraq, and Africa in support of the Global War on Terrorism. Retired as a Sergeant First Class after a successful career earning such awards as Army Achievement Medal (5th Award), Army Commendation Medal (6th Award), Meritorious Service Medal, and Bronze Star Medal with Valor. Graduate from the Senior Leadership Course, earned Air Assault, Expert Infantry, and Combat Infantry Badge. Earned a Masters of Public Administration (MPA) from Park University. Certified as a Society For Human Resources Professional, Assistant Professional Human Resources by HRCI, and Lean Six Sigma Green Belt. |
President Elect Tephanie Hopper
| Human Resources Specialist-USDA-APHIS Tephanie Hopper is a notable leader and community advocate with a diverse career that began as a Soldier and a Department of Defense civilian. She has held significant roles, including Fort Bliss Army Volunteer Corps Manager and Diversity and Inclusion Coordinator at Schriever Space Force Base. Currently, she works as a Human Resources Specialist for USDA-APHIS and has received the El Paso Society of Human Resource Managers' HR Professional of the Year award. Tephanie is actively involved in the NAACP, co-coordinates DisruptHR El Paso, and mediates for Alternative Dispute Resolution in El Paso County. Additionally, she owns Colorful Chapters Bookstore. In her free time, she enjoys hiking, reading, and traveling, positively impacting her community. |
Vice President of Membership Yvette Delgado MHMR, SHRM-CP
| Director of Human Resources & Office Management - Economy Wholesale Yvette Delgado is a seasoned Human Resources executive with over 20 years of experience leading workforce strategy across supply chain, retail, call center, manufacturing, transportation, and bilingual environments. Currently serving as Director of Human Resources & Office Management at Economy Wholesale Grocers, she oversees labor strategy, compliance, and employee engagement for a multi‑site bi‑national operation, having successfully implemented standardized policies, leadership development, and equity‑driven organizational structures. Yvette brings deep expertise in both union and non‑union environments, complex labor negotiations, investigations, and risk mitigation, with a proven track record of reducing turnover and strengthening trust. Her career includes leadership roles with Unifreight TX/MX Company, DISH Network, Foster Farms, and Cargill Foods, as well as service on the Texas Workforce Commission Board, where she chaired the Employment Committee and advanced regional workforce initiatives. Known for her integrity, collaborative leadership style, and people‑centered mindset, Yvette balances strategic insight with operational execution, guided by the belief that influence begins with listening and learning. A compelling speaker on labor relations, culture, and leadership development, she leads with empathy, transparency, and credibility. Vice President of Programs Bryan Cleavenger SHRM-CP, PHRca
| Senior Human Resources Business Partner - ADP Born and raised El Pasoan, excited to serve as the chapter's VP of Programs for 2026. This is his 9th year term on the El Paso SHRM chapter, returning to executive board after serving as the El Paso SHRM chair on the El Paso County Ethics Commission in 2025. Bryan's previous roles include past president, emerging professionals, communications & government legal affairs on El Paso SHRM. Certifications include SHRM-CP & PHR-CA. Bryan attended Franklin High School in El Paso, later to graduate from the University of Texas at El Paso with a Bachelor's in Business Administration, Human Resources Management and followed by University of Phoenix-Santa Teresa for a Masters in Business Administration. At ADP, Automatic Data Processing, Bryan has served in various consulting and leadership roles for HR best practices, compliance, regulatory and technical support for small to midsized U.S. businesses. Prior to ADP, Bryan held various positions in staffing, recruiting and career counseling. In 2025, he guests spoke at Disrupt HR El Paso. Hobbies include travel, movies, yoga, hiking, and being an uncle. |

She currently serves as HR Director for Hubbell Incorporated’s Mexico operations, where she leads HR strategy across multiple sites, focusing on leadership development, workforce strategy, labor relations, and organizational effectiveness. Mirian holds a degree in Business Administration with a concentration in Human Resources from The University of Texas at El Paso and is certified SPHR and SHRM-SCP. In addition to her corporate role, she is the founder of MicaDi Consulting, where she provides HR strategy training, leadership development, and HR certification preparation. She has also served as an HR certification instructor for over a decade, supporting the professional growth of HR leaders in the El Paso region. Outside of her professional leadership, Vanessa is a dedicated sports mom and proud coach’s wife. He holds a bachelor’s in business administration, and a MBA -Human Resources management by Tecnologico de Monterrey (ITESM) and is a certified HR professional (SHRM-CP) since 2017. David started his career with Eaton Corporation's leadership development program and held different roles with increasing responsibilities at 4 locations in Mexico; after this, he joined the corporate benefits team at Helen of Troy in El Paso managing Health & Wellness programs and LATAM benefits for Chile, Peru and Mexico; in 2018 he was recipient of the Top 100 Well-Being corporate professionals honored by Corporate Health & Wellness Association. In 2021 David joined Amazon as a multi-site HRBP in Lubbock and San Antonio, TX and supported the organization with ER investigations as well as leading the talent & culture reviews in the North America -South region. Currently David is the Sr. HR Business Partner – Border Operations at GE Healthcare, he is responsible of the full HR functional partnership in Juarez and El Paso operations.
