Roberto Candelario
BSHR, SHRM-CP, APHR, LSS

Owner - Candelario HR Consulting

Roberto Candelario is the Owner of Candelario HR Consulting, a 23-year US Army Veteran, and a board member of the El Paso Society for Human Resouces Management and El Paso Rebuilding Together Organization. Mr. Candelario was an Infantryman during his military career and held many different levels of leadership positions.  Deployed to Afghanistan, Iraq, and Africa in support of the Global War on Terrorism. Retired as a Sergeant First Class after a successful career earning such awards as Army Achievement Medal (5th Award), Army Commendation Medal (6th Award), Meritorious Service Medal, and Bronze Star Medal with Valor. Graduate from the Senior Leadership Course,  earned Air Assault, Expert Infantry, and Combat Infantry Badge.  Earned a Masters of Public Administration (MPA) from Park University. Certified as a Society  For Human Resources Professional, Assistant Professional Human Resources by HRCI, and Lean Six Sigma Green Belt.

Born in Mexico, Diana earned her Bachelor of Business Administration degree with honors, graduating Suma Cum Laude from the University of Texas at El Paso in 2020. In 2023, Diana achieved the prestigious designation of SHRM Certified Professional (SHRM-CP), showcasing her commitment to excellence in human resources and people management. 

Beyond her professional pursuits, Diana is a seasoned traveler and avid hiker. She finds joy in exploring new destinations and embracing the beauty of nature. Her adventurous spirit extends to all aspects of life, and she is always open to new challenges and experiences. Diana values quality time with her loved ones and cherishes the moments spent building meaningful connections.

Jonathan Wagner, GPHR, PHR-CA, SHRM-CP

HR Certified Professional

Jonathan Wagner is a seasoned HR professional with experience in the consulting and energy sectors. Jonathan holds an MBA in HR Management in addition to multiple certifications, including GPHR and PHRca. In his spare time, Jonathan enjoys travelling, hiking, swimming, and rock climbing. He currently resides in El Paso with his wife Elena, and their son Jack León, and daughter, Lourdes.

Tephanie Hopper

HR Professional

Tephanie Hopper is an esteemed leader and dedicated community advocate with a profound history of service and commitment. Her career commenced as an active-duty Soldier and a Department of Defense civilian, where she made impactful contributions. She notably thrived as the Fort Bliss Army Volunteer Corps Manager and was the inaugural Diversity and Inclusion Coordinator at Schriever Space Force Base. Currently, she serves as an Equal Employment Opportunity Specialist with USDA-APHIS.

In the HR community, Tephanie’s expertise has been acknowledged by the El Paso Society of Human Resource Managers, who recently honored her as the HR Professional of the Year. Additionally, she is the co-coordinator for DisruptHR El Paso and serves as the Communication Director for the NAACP El Paso Branch, underscoring her commitment to advocacy and effective communication. Her previous volunteer work includes involvement with the City of El Paso Veteran Affairs Advisory Committee and roles in Alternative Dispute Resolution.

Outside of her professional and volunteer activities, Tephanie enjoys hiking, reading, and traveling, which enhance her perspective and well-being. Her diverse career and personal interests illustrate her commitment to excellence and community impact.

Claudia Camacho, MBA, PHR, SHRM-CP

HR Director - Charter Communications

Claudia has over 15 years of experience in the HR field and has worked in all aspects of the HR field. She has worked in different industries in which she states has contributed to her ability to be a flexible and strategic leader. Claudia is currently employed by Charter Communications - Spectrum since 2016 and currently provides Strategic and Human Resources support to her HR Staff and Business Partners in El Paso, Texas as the site’s HR Director. Claudia is part of the Spectrum Women ERG (employee resource group) and a member of Women in Cable Telecommunications, NAMIC (National Association for Multi-Ethnicity in Communications) and C2HR. Claudia holds a Bachelor Degree in Human Resources Management and a Master of Business Administration (MBA). She also holds the SHRM-SCP and PHR certifications. Claudia has been part of SHRM since 2009, has also proudly been part of El Paso Society for Human Resource Management since 2009, and has served in various functions on the Board to include serving as the President in 2018. Claudia is also part of the Texas SHRM Board and serves as the Membership Director for the State of Texas.

Yvette Yglecias- holds a Master’s in Business Administration and a Bachelor’s in Business Management from the University of Phoenix. With over 14 years in the Administration field, including 8 years focused on Human Resources, she comes to us with a wealth of knowledge and experience.

In 2025, Yvette established her own HR consulting and recruitment company, fueled by her passion for the human resources field. Her enthusiasm, willingness to learn, and love for collaboration with inspiring individuals make her an incredible asset to our team. Balancing her roles as a full-time professional, mother, wife, and dog rescuer, Yvette has successfully managed her diverse commitments while excelling academically.

Kathryn Berrios, MBA, SHRM-CP

HR Generalist - Spectrum Communications

Kathryn was born in Brooklyn, NY, and raised in Guayama, Puerto Rico. Kathryn graduated from Belhaven University with a BBA in 2012 and earned her MBA from the University of Phoenix in 2023. She has been in HR for the last 12 years and is currently an HR Generalist at Spectrum Communications. As an individual, Kathryn is known for her high-energy and warm personality. She can naturally connect with others and is genuinely interested in their stories and experiences. She believes in the power of collaboration and enjoys working with diverse teams to bring ideas to life. She enjoys spending time with her family and traveling.

Diana Seabrooks

Human Resource Administrator & Executive Assistant — Paso del Norte Health Foundation

Diana Seabrooks serves as the Legal & Governance Director on the board of the El Paso Society for Human Resource Management (EPSHRM), a role she began in May 2025. In this capacity, she plays a vital role in advancing HR best practices, shaping strategic workforce initiatives, and cultivating professional growth across our region’s HR community.

At the Paso del Norte Health Foundation and Paso del Norte Community Foundation, Diana has served as Human Resource Administrator and Executive Assistant since April 2023. She expertly leads HR administration while providing executive support to both the Board of Directors and the CEO, ensuring smooth governance and operational efficiency.

A proud native of El Paso and Ciudad Juárez, Diana earned her Bachelor’s degree in Business Management with an emphasis in Finance from Brigham Young University–Idaho in 2021.

Beyond her professional commitments, Diana cherishes time with her three children and values the strong family ties she maintains—especially weekend visits to her parents in Juárez. She also enjoys exploring new culinary experiences and reading in her downtime.

David Munoz Ayala, SHRM-CP, MBA


Sr. HR Business Partner - GE Healthcare

David is an accomplished Human Resources professional with 14+ years of experience. He's a people-focused leader who brings passion, drive and a results-oriented mindset to everything he does. He holds a bachelor’s in business administration, and a MBA -Human Resources management by Tecnologico de Monterrey (ITESM) and is a certified HR professional (SHRM-CP) since 2017. David started his career with Eaton Corporation's leadership development program and held different roles with increasing responsibilities at 4 locations in Mexico; after this, he joined the corporate benefits team at Helen of Troy in El Paso managing Health & Wellness programs and LATAM benefits for Chile, Peru and Mexico; in 2018 he was recipient of the Top 100 Well-Being corporate professionals honored by Corporate Health & Wellness Association. In 2021 David joined Amazon as a multi-site HRBP in Lubbock and San Antonio, TX and supported the organization with ER investigations as well as leading the talent & culture reviews in the North America -South region. Currently David is the Sr. HR Business Partner – Border Operations at GE Healthcare, he is responsible of the full HR functional partnership in Juarez and El Paso operations. Health and fitness are also a big part of David's life outside of work - he's certified as an Integrative Health Coach by Duke University, and Strength & Conditioning Coach by Eleiko. He likes to get involved in competitive strength sport events. David loves to travel with his family and explore new places in his free time.

Victor Fernandez

Investment Manager - FERTER

Victor Fernandez is a product-minded entrepreneur, technology leader, and recruiter with over 18 years of experience in software development, talent acquisition, and investment management. He is the founder of Build It, a recruiting agency dedicated to connecting companies with exceptional remote Mexican tech talent, while simultaneously developing an innovative applicant tracking system (ATS) to become Mexico’s preferred platform for tech talent sourcing.

By day, Victor serves as Investment Manager at FERTER, a local angel investment fund and family office, where he evaluates and executes cross-border investments, leads due diligence for regional companies, and supports early-stage founders. His career spans roles at HP, DXC Technology, Qualcomm, and Pantheon, as well as leadership in nonprofit technology initiatives.

A graduate of the Georgia Institute of Technology with a B.S. in Computer Science, Victor combines his engineering expertise with a passion for building teams, products, and communities. Beyond his professional life, he is a devoted husband and father of three, with a strong commitment to developing the next generation of Mexican tech leaders.

Alexandra Fernandez, SHRM-CP

Firm Administrator & HR Director – Lauterbach, Borschow & Co.

A proud El Paso native, Alexandra Fernandez, MBA, serves as Firm Administrator and Human Resources Director at Lauterbach, Borschow & Co., where she brings over a decade of experience in the accounting industry. Since joining the firm in 2012, Alexandra has steadily advanced from Administrative/HR Assistant to her current leadership role, where she oversees firm administration, payroll, tax filings, benefits programs, onboarding, employee engagement, and process improvement initiatives.

Alexandra holds both a Master of Business Administration and a Bachelor’s degree in Finance & Management from The University of Texas at El Paso, where she was inducted into Beta Gamma Sigma, the international business honor society. She is highly skilled in leveraging technology and software solutions to enhance efficiency, with expertise in Microsoft Office Suite, Sage Payroll, ProSystem fx, CCH Axcess, ADP, Canva, and Trello.

In addition to her professional work, Alexandra is passionate about giving back to the community. She actively volunteers with Operation H.O.P.E., supporting events such as food, toy, and school supply drives, and has also served as a Special Projects Volunteer for the Wounded Warrior Project.

Jose Barraza is an accomplished HR professional with over a decade of experience serving the education sector. Since 2014, he has been the Assistant Director of Human Resources at Canutillo ISD, where he oversees HR operations, compensation strategies, and talent management initiatives that support educators and staff in delivering excellence to the community.
